但凡申請過永久居民簽證的朋友都會有這樣一種體會，經過精心地準備、漫長地、甚至是曲折的、痛苦地等待，終於永居簽證批下來了，那個時刻的心情是多麼得激動、愉快及欣喜。特別是申請過程中一直擔驚、害怕的一批人，收到永居簽證批准通知，更是快樂、輕鬆得無法用言語來形容。

許多人可能會認為，這下籤證總算是拿到了，移民局一定會「刀槍入庫，馬放南山」，批也就批了，一切都成為了歷史，不用再擔驚受怕了。是這樣的嗎？越來越多的案例反饋回來，移民局正在不斷地殺「回馬槍」， 對審理完結的案子，抽出來進行審計或複核。因此，很多案件中，申請人已拿到永居多年，都有可能被移民局複審，把一些問題揪出來，讓其已獲得的永居簽證「得而復失」。

下面我們來看三個典型的例子，讓讀者朋友理解，移民局是如何殺「回馬槍」的。

 案件一：

這個案子，用我們現在流行的一句話說，真有點「狗血」。一位越南女申請人，於2013年12月26日被移民局邀請，進而提交了189獨立技術移民。申請人的提名職業是「醫學放射診斷師」（Medical Diagnostic Radiographer）,申請人出示的英語雅思成績證明有達到四個8分的水平 — Superior（超級水平）。189簽證於四天后，2013年12月30日獲得批准。但2015年，移民局對申請人的「技術評估」及「雅思成績證明」兩樣證明進行了審計，結果發現，兩樣證明，不光是假，而且從來就不存在。也就是說，兩樣東西的結果完全是該越南女瞎編的。居然有這樣的事情發生在移民局，並讓此人拿到永居簽證，是不是也真夠「狗血」。

On 7 May 2015, the Australian Institute of Radiographer advised the department that they had no record of the applicant』s skills assessment, that they had no record of the reference number she provided in the application, and no record of her name in the database.

The Department undertook checks with the IELTS Test Report Form Verification Service which revealed that there is no record of the applicant undertaking an IELTS English test. The service was unable to locate any record of the reference number which the applicant in the application for the visa and there was no record of her name in the database.

移民局於2015年6月16日，決定取消該越南女的189簽證，該女士才主動承認，她完全知道自己不夠條件。

「I admit that at the time I applied for my current visa I was assisted by a child』s father, Phong. I had very little knowledge of Australian migration law. I admit that I did not know the legal requirements of subclass 189 Skilled (Independent) visa at the time I lodged my application. I concede that upon knowing the requirements of the subclass 189 skilled (Independent) visa I understand that I have not met the requirements of the visa」

最終，移民局取消了該女子的簽證。但該女子後來又上訴到AAT。出人意料的是，該女子利用其持189簽證來澳洲生活後，與一位有11個月大孩子的澳籍西男發生關係。如果被取消簽證、強制其離開澳洲，恐怕會對幼子產生不利影響，進而違反《聯合國人權公約》為由，最終，保住了她的189簽證未被取消。

但通過以上例子可以看出，拿到了永居並不等於萬事大吉，移民局正不斷地殺「回馬槍」。如果隱藏的問題被揪出來，簽證持有人的永居居簽證同樣可能「得而復失」。

案件二：

以下這個案子，申請人說：她於2012年2月9日參加了雅思考試，取得了總分7分的成績。2013年10月10日，拿到了187偏遠地區永居簽證。時隔三年，2015年9月10日，移民局審計發現，雅思考試成績單上的照片與網上的驗證服務出來的結果不符。經與雅思考試機構核實，發現申請人2012年2月9日的考試是找人替考的。

The applicant provided the Department with an IELTS test result form indicating that she sat for the test on 9 February 2012 and achieved an overall band score of 7.0.  The photograph on the test result form differed from the photograph on the online verification service.  IELTS advised the Department that the photographs are taken on the test day and should be identical, and any discrepancy suggested the test results form had been tampered with and that another person sat the test in the applicant』s place.

2015年12月10日，該女士的187永居簽證被取消；2015年12月15日該女士提請AAT複審。AAT一針見血地指出： 「該申請人嘴硬，說考試當天沒有拍照，這正好與雅思考試當天對所有考生進行拍照的做法矛盾。就此一點，說明該申請人連點基本考試常識都沒有，正好印證了她沒有參加考試，而是由冒名頂替者替考的」。

The applicant』s claim that no photograph was taken on the test day, which is contrary to the practice by IELTS of taking photographs of candidates on the test day, suggests a lack of firsthand knowledge by her which is consistent with the applicant not having attended the IELTS test.

這位女士最終可沒有上面那位越南女那樣幸運，儘管她也拿她的孩子來說事，最終，AAT複審的結果，還是維持取消她全家永居簽證的決定。

看看，又一起移民局殺「回馬槍」，對審理完結的案子，抽出來進行審計或複核，最終發現，雅思考試成績做假，取消簽證持有人的永居簽證的例證。

案件三：

運通移民最近也收到了一個案子，簽證持有人於2015年9月拿到了187偏遠地區永居簽證。但移民局在最近一次的審計中發現，該簽證持有人提交的2013年5月18日雅思成績報告不真實。英國駐北京文化處發現：他2013年5月18日這次考試使用了「替身」。於是，2017年1月，移民局發來通知信，打算取消申請人於2015年9月取得的187永居簽證。

以上一樁樁、一件件的案例，都說明：移民局不是許多人想像的 ，永居簽證批完後，就萬事大吉，「刀槍入庫，馬放南山」。移民局正不斷地對審理完結的案子，抽出來進行審計或複核，特別是申請人的英語考試成績這一塊，是移民局的審計重點。許許多多被審計後取消簽證的案件，都與英語考試成績造假有關。

在此，運通移民提醒所有申請人，以上案例足以說明：移民局殺「回馬槍」還真不是危言聳聽的事情，任何時侯「小心才能駛得萬年船」。
